Interim Chief Information Officer (CIO)
Job Type:
Interim Management
Reference:
NL14663
Location:
South East
Salary:
£600 - £700 per day
Duration:
6 months

The Client
Our client is a Local Authority in the south east of England. They wish to hire an interim CIO for approximately six months.

The Interim Assignment
The IT service is only just out of recovery, having been a failing service for some years. The current CIO has been in post for the last 18 months and has made improvements to the service, relocating their data centre, ensuring PSN compliance and stabilising the service. The Council runs on SAP, with Microsoft 2013 and Citrix 6.5. Whilst some improvements have already been made, the IT service has a long way to go. This is a critical time for the service and for the Council as a whole and therefore there are specific areas of delivery to be addressed by the interim manager: •    Continue to stabilise and develop the capacity and capability of the team. One Head of Service is acting up and the other starts this month and doesn’t have a Public Sector background. Capacity and capability at fourth tier is seen as weak. •    Work with CMT to continue to restore faith in the service internally. Also with Elected Members. •    Ensure the service becomes an enabler for the Council’s key objectives – there is no IT strategy in place for the Council as a whole or for individual Directorates and the delivery of this, in consultation with CMT, is critical. This will be a key deliverable for the interim and will require close working with CMT to create an IT vision for the Council that enables its objectives. •    Enable the Customer Digitisation programme to deliver rapid improvements in web enablement and customer channel shift. For example, the Council website currently enables only very limited reporting and payment activities from the general public. •    Effectively represent the Director, who does not have an IT or a technical background, both at CMT and with Members, instilling confidence across the Council that the IT service will continue to be turned around.

The Interim Manager The Interim Chief Information Officer (CIO) should possess the following criteria: •    At least 5 years’ recent experience as either a CIO, Director of IT or Assistant Director of IT in a Local Authority setting (not in a District Council setting). •    Extensive change management track record – evidence of turning around a failing IT service would be ideal. •    Strategic vision – the ability to work collaboratively with CMT and Elected Members to shape the IT agenda for the future across the Council. •    Strong operational leadership experience – capacity and capability needs to be improved at pace through strong management. •    A blend of technical skills, highly developed communication skills and the ability to inspire confidence in a wide variety of senior stakeholders, working at a rapid but sustainable pace. •    Leadership experience in major programmes with IT as the enabler, eg customer digitisation and channel shift.

Candidates MUST be available to interview on 15 August and to start work 4 or 5 days per week by 1 September. We kindly ask that candidates only apply who can evidence the above experience.

Due to the high volume of applications we receive for every role, regretfully we are only able to respond to candidates who meet the client’s requirements - in which case we will contact you within two working days. Thank you in advance for your understanding in this matter.
