The Interim Assignment
This role will be pivotal in driving organisational technology decisions while delivering a bulky system implementation / upgrade predominantly within a Microsoft dynamics environment. However, it will involve a raft of legacy systems. You will have full view of the organisation and engagement with the board / senior leadership team and be responsible for agenda and delivery of the finished article. Our client is a large Local Authority in the East of England which has recognised that it needs to improve significantly the way it gathers, analyses, disseminates and exploits information to support decision making and to improve public services. Cabinet agreed recently to establish a business intelligence function, recognising that strong, effective and joined up intelligence systems and processes needed to be at the heart of the Council. Therefore the existing Performance, Planning and Partnership service is currently being restructured with, at the same time, the creation of this new Performance and Business Intelligence Service. There is a critical link between this new service and the Council’s ICT strategy for itself and the region.

The objectives of the service are to:

• Lead strategic analysis and research which supports decision making, helping the Council commission and monitor services now and for the future

The Interim Assignment

The Interim Head of ICF will:

• develop a culture of partnership and collaboration between the ICF, the client and the Managed Services Provider.

• translate the business plan into an operating strategy to deliver the objectives determined by the ICF sub contract, SLA or Executive Director.

• define and establish governance processes between the ICF and the relevant governing Boards and to ensure the proper development and use of dispute escalation processes.

The Interim Assignment

Reporting to the Commercial Head of IT Infrastructure, three Interim IT Commercial Managers are required to implement the sourcing strategies for Network Contact Centres, Core Hosting, and Service Integration & Management (SIAM). The focus will be on delivering the procurement activity to put in place future contractual provisions. The post holders will be required to work collaboratively as part of the commercial teams and to actively demonstrate knowledge and skills transfer.

The Interim Manager

The successful Interim IT Commercial Managers will have experience of working in a multi supplier environment, delivering end to end solutions and experience of building and maintaining effective relationships with their own team/group, business community, key stakeholders and suppliers, negotiating with IT suppliers and analysing IT cost models.

MCIPS qualified Interim IT Commercial Manager experience in a public sector environment also required. You will be expected to be able to demonstrate and evidence a successful track record in the following;

(i)a commercial lead for the Service Integration & Management strand - this is a pivotal requirement that interfaces with all other IT contracts;

(ii) a telecoms commercial specialist to deliver a contract for contact centre technology for circa 23,000 agents;
