The Client
Green Park is partnering a renowned Global retailer through their continued development and brand positioning by upgrading and implementing a new cradle to grave Point of Sale / POS implementation across their European business

This is a unique opportunity to be responsible for the delivery of the POS across the European Business as the POS Programme Director.

The Interim Assignment
Due to rapid growth across the retailer globally and the inherent importance of technology among the Highstreet, we require a proven Programme Director to deliver the implementation of a large POS rollout (1000 stores).

This will be a key leadership assignment which encompasses everything through executive relationship management; assisting with detailed POS technology roadmap development in addition to sole responsibility of the new POS implementation.

The Interim Manager
You will need to be an established proven Programme Director who has delivered multiple POS implementations previously, ideally in addition to being an established programme director you will also have experience within retail operations as this is a commercial executive role, not technology focussed.

We will also require an individual with superb management and interpersonal skills; you will be responsible for driving forward a newly established team as well as having full exec board stakeholder engagement within a multi country environment, therefore as much as managing down will be of great importance, we will also need to see proven experience of managing up.

Our client a leading not for profit organisation are looking to hire an experienced interim programme management consultant for a period of 6 months who will be responsible for shaping, supporting and influencing the delivery of a change programme across the organisation.

The Interim Assignment
The role will include:

  • Designing and developing a programme plan and manage the planning processes leading to the development of an overarching Programme Management Office.

Our client a leading Central Government department are looking to hire an interim Programme Manager for the Digital Delivery Programme. The IIS (Infrastructure and information services) Directorate of this department has initiated a Digital Delivery Programme that will pull each digital project into the centre to provide the department with a new capability to develop, deliver and maintain a single, re-usable infrastructure for externally-facing IT services.

The Interim Assignment
The role will involve delivering this single re-usable digital platform of technology, suppliers and expertise for shared use by policy teams across the department. Reporting to the Head of IIS Technical Delivery, the successful applicant will be responsible for delivering the underpinning infrastructure to support the departments Digital Delivery and Digital Strategy and ensure that the programme and all subsequent policy initiatives follow the Government Digital Service Design principles.

They interim will also be responsible for planning, directing and co-ordinating activities to manage and implement the programme from contract/proposal initiation to final operational stage and lead on planning, scheduling, monitoring and timely reporting on activities. Finally the interim will drive continuous improvement of processes and establishment of best practice in relation to project delivery with focus on agile delivery of digital projects.

Our client, a leading public sector organisation, are looking to appoint an Interim Head of PMO Services until March 2016.

The Assignment

The organisation is undergoing significant change and is reviewing its core business model to support the recently defined strategy. This has necessitated the establishment of a high calibre programme management office (PMO) within the organisation. To support the organisation they are looking for a Head of PMO Services with a strong consulting mindset with extensive experience in setting up and running enterprise portfolio management office supporting transformational programmes.

The Interim Manager

The interim will be expected to take a lead on reviewing the project and programme management framework and associated, guidance, tools and templates, set up P3O processes which are proportionate for the organisation and aligned to deliver the corporate strategy, define PMO services and commissioning processes and set up reporting and dash boarding capability within the PMO. The role will also be responsible for the operational management of the PMO including line management of circa 10 members of staff.

Applicants will have experience of setting up enterprise wide PMO and P3O processes and will have demonstrable experience of running the project management office function, providing leadership, co-ordination, analysis and management of PMO activities. They will have proven experience of dependency mapping (Technology/Resource/Business strategy) and strong management of Project Portfolio governance. The Client
Our client a leading CCG are looking to appoint an experienced Interim Programme Director to develop the service design for a new site and lead the significant whole system planning required to ensure the services agreed are fit for purpose, innovative and meet the public health needs for the community.

The Interim Assignment 
The role will ensure services are delivered within the current financial envelope available and will aim to provide a legacy for the entire borough and not just the population located in its vicinity. The successful post holder will be responsible for development and the update of detailed business case including a phasing plan and patient/activity profiles, the development and implementation of an appropriate procurement programme and a review of the benefits realisation plan. The post holder will also be responsible for managing detailed work plans for each work stream (which note the dependencies and timing needed to co-ordinate,) delivery of an equipment procurement process and develop implementation and start up plans for the services over a 2-5 year period.

The successful candidate will be able to manage the relationship with the 'provider stakeholders' and advance or close negotiations while working with commissioners through the contracting round to secure agreements in relation to the health. The Interim Assignment

Interim Regeneration and Housing Enabling Manager

The Client
Our client is a Local Authority in the Home Counties. They are looking for an interim manager to lead on a number of significant regeneration schemes that focus on housing, student accommodation and commercial tenants on a mixed use basis.  

The Interim Assignment
The main scheme is valued at approximately £35m and is at early stages. Candidates will need to be strong, well organised project managers with a background in either regeneration or housing. Proven, recent experience of drawing together technical specifications under OJEU is essential, and any experience of competitive dialogue would be an advantage. There are a number of schemes in process, ranging from small flat conversions through to the student accommodation build.

The Interim Manager

The interim manager will be responsible for the full life cycle of this scheme and therefore will need to have prior experience of leading a similar scheme from start to finish, either from within a Local Authority or potentially from within an RSL.

Key objectives are:

  • To undertake viability appraisals, the development of business cases, program and project management and related activity to secure commercially efficient residential uses within regeneration schemes.
  • Negotiate and agree with developers the most appropriate form of affordable housing provision and commuted sum payments (e.g. commercial or small sites) on Section 106 / CIL sites and instruct the legal section on the content of Section 106 / CIL, commuted sum and nomination agreements.
  • To develop affordable housing capital schemes/projects in line with the Housing Capital Programme.
  • To act as the Council’s main contact with the Homes and Communities Agency and to secure grant optimisation for schemes within the Council.
  • To manage the Council’s relationship with Registered Social Landlords including overseeing the annual review of preferred partner RSLs.
  • To chair meetings of the RSL Forum, the internal Affordable Housing Group and any other specific meetings on affordable housing.
  • To attend Housing Committee or other Committees to provide information in relation to affordable housing schemes and affordable housing performance.
  • To appear and give evidence as the Council’s witness in compulsory purchase and planning public inquiries involving affordable housing issues.
  • To research and produce reports, project plans and funding profiles on affordable housing initiatives / projects that may be of benefit to, or have implications for, the Council.
  • To assist with the development of affordable housing policies for the Local Area Plan, Commercial Strategy and the Housing Strategy.
  • To work with private landlords to bring disused or underused properties back into use.

It is essential that candidates will have a strong Local Authority background or may possibly have worked in the RSL sector, provided they meet all of the above criteria.
