The Client
Our client a leading Healthcare provider are in the process of bidding for the provision of a local unscheduled services including out of hours service, walk in centres, ECT service and triage and need to hire an interim Programme Manager to project manage the roll out should they be successful.

The Interim Assignment
The role will be the senior operational lead in the locality and will be expected to act as the SRO for the services in the initial phase. Once the service has been introduced the interim will then be required to sculpt out a substantive role to manage the service and advise on the permanent appointment.

Interim Social Care Information System Project Manager

The Requirement:

To plan and lead the implementation of a newly procured Social Care Information System and associated data migration, system configuration, change management, user training and business process re-engineering work required as part of this.

To provide progress updates and advice to Council, Cabinet, Scrutiny Panels, the Corporate Management Team (CMT), Departmental Management Teams and key managers and staff across the authority. To manage the project to time and budget.

This will include the production and management of the project budget (c. £2 million without internal resources), the management of the Implementation Project Team and the production of all related project documents.

To manage the relationship with the system supplier, ensuring that they are delivering in line with the agreed organisational requirements and the overall project plan. As part of implementation, manage delivery of business benefits. Working alongside senior managers from across the organisation to help drive the cultural change required.

Key duties:

  1. Develop, manage and implement an appropriate project plan, working in close conjunction with the system supplier and under the overall direction of the project board.
  2. Develop and manage a project budget for all the resources (including internal resources) being deployed and expended on the project (c. £2 million not including internal resource)
  3. Liaise with the Service Head, IT System Development to manage the overall contract with the supplier and in particular be responsible for managing the elements of the contract that relate to the implementation (c. £800,000 over 18 months); building working strong relationships working alongside them to implement the system to time and to budget.
  4. Ensure alignment of the programme with the ongoing delivery of the services in both Children’s and Adult Services
  5. Develop and manage a risk log, ensuring risks are mitigated and managed as far as possible and highlighting risks as part of the programme governance process.
  6. Develop and implement a communication and stakeholder engagement plan.
  7. Set out the project governance arrangements and ensure that these are adhered to, including responsibility for project board meetings and documentation.
  8. Report to the Project Sponsors and take responsibility for regular accurate reporting and delivering in line with their decisions.
  9. Oversee the review and redesign of end-to-end business processes to streamline operations exploiting capabilities of the new system as per the agreed implementation schedule, proposing amending timescales and order of priority as appropriate and necessary.
  10. Be responsible for the development and implementation of a Training Plan/Cultural Shift Strategy as part of the implementation of the system (c. 600 staff)
  11. Work proactively with the service departments, other key stakeholders and Business Improvement division to drive further service delivery change and to assist in finding innovative ways to deliver emerging  business requirements, working alongside the system supplier.
  12. To ensure that an equality analysis is undertaken at all relevant stages of the implementation programme identifying mitigation actions and monitoring the implementation of them.
  13. Participate in and lead as appropriate, intra- and inter departmental and multi-agency working parties, programme and project boards.
  14. Undertake any other duties as requested by senior management commensurate with the grade and level of responsibility of this post.

Interim Programme Manager - Data Migration

The Client
Green Park are partnering a renowned global Private Equity house through an exciting global transformation of a recently acquired portfolio business, revenues circa 1 billion.

We require an Interim Programme Manager with Extract, Transform and Load (ETL) technical expertise within data migration to take ownership for all data migration across a key transformation programme. This responsibility extends to confirming effective data conversation and the availability of ready data in various systems to facilitate training and go live.

This role will be sitting within a newly created executive programme team reporting to board who are being appointed with the challenge of completing a major transformation programme.

The Interim Assignment 
As mentioned above the Programme Manager will have technical expertise within data migration and will be responsible for establishing the overall data migration Scope for the programme, this includes responsibility for the creation of the data conversion strategy.

You will need to be responsible for developing detailed roadmaps approaching data migration, access legacy data requirements while validating conversion of work effort allowing production of deliverable templates. Once the data roadmap has been established you will need to conduct end to end testing identifying and fixing data quality defects etc.

The Interim Manager
You will need to be an expert in Extract, Transform and Load (ETL) delivering complex programme change projects with experience working in a client-orientated environment, it is very important that you’ve delivered significant data migration programmes previously and ideally can be looked at externally as running a best practise at Data Migration.

Individuals who have top tier management consulting exposure with their career predominantly across technology/software or telecommunications will be given favourability upon application however again this is not a necessity.

As our client is global, regular travel away from home Monday to Friday is likely.

As a key part of their overall transformation programme, they are looking for an interim manager to focus on service design within their Place Directorate, which encompasses planning, economic and regulatory services. The Interim Assignment The specific requirement is for an interim manager to explore alternative service delivery options for the above areas, with a focus on commercialisation of services, trading services with other Local Authorities and assessing the viability of options for joint ventures, outsourcing or other strategic alliances. Our client is launching a major transformation programme across a wide part of this Local Authority which includes all back office functions.

The Interim Assignment:

As a part of this process we are recruiting an interim programme manager to lead this One Council programme. Specific details of the programme remain confidential at this stage but what is essential is that candidates have specific and recent experience of leading a large and complex £multi-million change programme in a Local Authority context across all back office services. Whilst a Prince 2 or equivalent qualification is not a pre-requisite, proven programme management leadership is essential. Our client is a Local Authority looking to hire a highly experienced interim manager in children’s social care and safeguarding. Specifically we are looking for an individual who has a combination of proven programme management expertise coupled with excellent working knowledge of all key elements of children’s safeguarding services across front door services.

The Interim Assignment:

Children’s Services in this Authority is going through transition, with strong plans in place but a lack of capacity and areas of poor performance. With the potential for an imminent Ofsted inspection, our client needs to bring someone in who can bring focused expertise to creating a robust programme management structure within Children’s Services for the delivery of a raft of improvement initiatives.

The Interim Manager:

You will not necessarily be a qualified social worker and equally you may well not have been a Head of Service. However what is essential is that you have delivered change management and service improvement initiatives in Local Authority Children’s Services Directorates in the recent era since the Munro Report and under the current Ofsted inspection framework. We would respectfully ask candidates who do not meet the above experience to not apply for the role.
