The ideal candidate will be someone who not only has strong interpersonal skills, but will be able to successfully develop coherent strategies that meet best practice policies.  The successful candidate will be able to provide strategic support to the scrutiny process. Our client is looking for an interim Senior Financial Modelling expert to work with 3 London Boroughs who are an Accountable Care Organisation (ACO) devolution pilot:

Key deliverables:

  • Understand the budget assumptions built within each of the three LA budgets for social care including demand assumptions, savings requirements and assumptions about degrees of integration with health;
  • Work as part of the NHS/LA Finance Directors workstream to understand how these assumptions compare/are affected by NHS budget plans including providing a resource to the LA Finance Directors to liaise in detail with NHS colleagues;
  • Develop a “no nothing” or minimal NHS integration model for LAs that can act as a comparison to the ACO “full integrations” business case to facilitate informed decision by members in July;
  • Develop the LA “negotiation position” with respect to what benefits need to accrue before LAs sign up to the business case and ACO model.

Working arrangements:

  • The work will involve collaborative working with LA and NHS finance leads and other colleagues involved in the preparation of the business case.
  • LA finance leads and social care colleagues will facilitate access to the appropriate information and save resources to assist in compiling information for analysis.
  • The work will be commissioned by the CE on behalf of the other ACO CEs and the Finance Directors.
  • A Finance Director will provide detailed supervision.

Our client, based in Reading, is look for someone to prepare for the financial closedown of the year end and produce the 2015/16 Statement of Accounts.

Main Duties and Responsibilities:

  • Ensure all reconciliations are up to date in preparation for year end.
  • Design and test a model with prior year data to produce revenue expenditure and income in the SERCOP format.
  • Identify accounting requirements for the production of the 2015/16 Financial Statements.
  • Review and refine the fixed assets register in preparation for 2015/16 closedown.
  • Draw up year-end timetable and co-ordinate activities to ensure Statement of Accounts is produced by end of May 2016.
  • Ensure all accruals and prepayments have been entered into the accounts.
  • Produce financial returns for the Firefighters’ Pension Schemes and ensure all of the transactions within the Pensions Account are valid. Account for pension costs in accordance with IAS 19.
  • Calculate holiday pay accruals.
  • Adjust statement of accounts for council tax and business rates debtors and creditors.
  • Update fixed asset register and account for capital according to IFRS and statutory regulations.
  • Consolidate the Authority’s subsidiary company accounts into the main accounts.
  • Produce the final accounts for Thames Valley Fire Control Service in accordance with the joint agreement.
  • Ensure financial instruments have been accounted for correctly.
  • Ensure all backing documentation is available electronically for auditors.

Experience working in a Fire Service would be desired.

The Client
Our client a NDPB are looking to hire an Interim IT Director for up to 12 months reporting into the Director of Corporate Services and responsible for a team of circa 31 staff.

Following a recent external review of the IT function by a management consultancy there has been several areas identified within the core IT function as having potential for improvement to ensure the IT function can deliver a high quality, agile and responsive service fit for the organisation’s needs. 

The Interim Assignment
The interim will be tasked with reviewing the existing IT function and developing and leading the early stage implementation of any changes required to ensure it meets the needs of the organisation. They will also be tasked with developing and leading the early stage implementation of a robust IT Strategy, playing a core role in the development of the organisations Technology Strategy to underpin the delivery of their Corporate Strategy. Finally the interim will be tasked with leading and managing the IT function and will be accountable for service delivery.

The Interim Manager
Applicants must be a recognised IT Director or CTO with industry experience from either the government or not for profit sector, it is essential they have a strong knowledge of Government and public sector policies, procedures and practices. They will have a proven track record in IT delivery and management, business transformation in IT and experience of leading a successful technology strategy. Preference will be given to those candidates that have an in-depth knowledge and experience of IT from service management through to security, infrastructure and technical architecture coupled with experience of IT auditing, infrastructure and systems development.
