The Client Our client is a Local Authority in the south of England. As a key part of their overall transformation programme, they are looking for an interim manager to focus on service design within their Place Directorate, which encompasses planning, economic and regulatory services. The Interim Assignment The specific requirement is for an interim manager to explore alternative service delivery options for the above areas, with a focus on commercialisation of services, trading services with other Local Authorities and assessing the viability of options for joint ventures, outsourcing or other strategic alliances. The Interim Manager Therefore we are specifically and only looking at candidates who have worked in a Local Authority setting with a specific remit (perhaps at Head of Service or equivalent level) to establish business cases, strategies and governance structures for the commercialisation of a range of regulatory, planning (as in the statutory function) and environmental services. As such, candidates will have a strong commercial focus to their work and will be able to evidence the establishment of income generation opportunities in similar services in other Local Authority settings. We are specifically not looking at candidates without very recent Local Government experience in these fields.

The interim will manage the day to day management of a major pensions administration services contract. You will have to develop strong relationships with employers (as the customer) and shared service providers to ensure strong commercial delivery. The Client:

Our client is launching a major transformation programme across a wide part of this Local Authority which includes all back office functions.

The Interim Assignment:

As a part of this process we are recruiting an interim programme manager to lead this One Council programme. Specific details of the programme remain confidential at this stage but what is essential is that candidates have specific and recent experience of leading a large and complex £multi-million change programme in a Local Authority context across all back office services. This programme will deliver significant headcount reductions and major restructuring designed to both improve services and save money. 

The Interim Manager:

Whilst a Prince 2 or equivalent qualification is not a pre-requisite, proven programme management leadership is essential. The Interim Assignment:

As part of a £10m savings programme in adult social care for 2015/16, they are looking for an expert to join to lead on the delivery of savings in Older People Services and Health Integration from a commissioning perspective. This is in anticipation of Better Care Fund implementation and the Care Act. We are specifically looking for an interim who is an experienced Commissioning Manager in both adult social care from a Local Authority perspective and health.

The Interim Manager:

It is essential that candidates have extensive and recent experience of managing commissioning for Older People Services with a proactive and commercial approach to commissioning services that both meet the increasing demands of service users and enable the Authority to meet its financial savings targets. You may be a qualified social worker by professional background but this is by no means essential. However you will be currently operating at this level in a Local Authority Older People Services commissioning setting and be readily available for a 12 month assignment.

The Client:

Our client is a Local Authority in the East of England. As part of a £10m savings programme in adult social care for 2015/16, they are looking for an expert to join to lead on the re-procurement of a number of adult social care services.

The Assignment:

Specifically there is the re-procurement of a number of services such as Extra Care and Domiciliary Care. This is a hands on Category Management role that requires recent, proven expertise in the procurement or re-procurement of a wide range of adult social care services within a Local Authority context. You will need to demonstrate strong understanding of both the services and the provider market and be experienced in the hands on delivery of re-procurement exercises.

The Interim Manager:

We are looking for two individuals to join the team for anything up to 12 months.It is essential that candidates have recent, significant experience in a Local Authority setting of the procurement or re-procurement (from end to end) of adult social care services. We are not in a position to consider applications from interim managers who do not already have this experience. You may be CIPS qualified but that is not essential, although you will have a procurement background rather than a service-led background. Evidence of strong contract management and commercial negotiations with providers is essential.
